2013 Updated MLB Rules – including new Balk rule

We lost a dedicated member of our umpiring family. Our dear friend and mentor Dr. Ralph Wade died on 12/1/2013 after complications and a short stay at the Lahey Clinic in Burlington, MA.
Dr. Ralph Wade was a Board Certified Emergency Room physician in three hospitals in the Merrimack Valley.  He saved many, many lives.
He was an active umpire of the MVUA, GLBUA, and NHBUA. He had done as many as 150 games a year and loved doing every one. He was a great umpire and mentored so many in his knowledge of rules and his excellent mechanics.
Professor Ralph Wade was employed by Northern Essex Community College in Haverhill/Lawrence where he ran and taught the EMS program.
He touched the lives of so many people as a doctor, an umpire and a teacher.
Ralph will be missed by so many.  After all, he touched so many lives in his life, and no-one can ever recall Ralphie saying an unkind word about anyone.  He was 60 years old.

To remain in good standing, all MVUA member umpires must pass an annual written rules exam and attend MVUA clinics on rules, issues, umpiring mechanics, and game conduct.

All umpires are also evaluated both behind the plate and on the bases during a live game.

This training and development program ensures the member umpires of the MVUA meet the highest standards of umpire professionalism.

The MVUA provides quality patched, certified umpires to cities and towns of the Merrimack Valley of Massachusetts and New Hampshire.

All MVUA umpires undergo a rigorous training program and are certified by the MBUA (Massachusetts Baseball Umpires Association).

MVUA members umpire games in Massachusetts and New Hampshire at all levels – College, American Legion, High School Varsity, JV, Freshman, Middle School, Babe Ruth, AAU, and Little League.
